Spectra, on behalf of the City of Santa Clara,is requesting bids for two (2) wall mounted HVAC Split Unit Air Conditioners for use at the facility, in accordance with the Agreement for the Management and Operation of the Santa Clara Convention Center, dated March 12, 2019. The quantities specified herein are estimates and are not guaranteed. The estimated quantities may vary depending on the demands of Spectra. Any variations from these estimated quantities shall not entitle the bidder to an adjustment in the rates or to any additional compensation. REQUIREMENTS: 1) Please refer to the RFQ Instructions document and any other attached documents. 2) Pricing is to be listed per line item and shall not be combined. QUOTE SUBMISSION: 1) All quote responses must be done online through BidSync, including electronic attachments if applicable, and/or through the "Vendor Notes for Offer" function. Spectra will not accept hardcopy quotes. 2) All line items must be priced. If zero is entered, Spectra will assume that it will be provided at no charge. BASIS OF AWARD: Price-Determinative: The award for this requirement will be based on lowest responsive and responsible quote that meets all specifications. Spectra may award by line item, lot, or overall lowest cost after application of local business preference, if applicable. SALES TAX: Do not include sales tax in your quote. Spectra will work with selected supplier to establish the applicable tax for PO/contract award. LBE Preference: The Citys Local Business Enterprise (LBE) Preference is applicable to this bid. If your business has a fixed office in the City of Santa Clara and a valid City of Santa Clara Business Tax Certificate, then you should refer to the bid instructions for further information on applying for this Preference. Added on Jul 21, 2020: The following question was submitted via email and not through BidSync. Below is the question and Spectra's response: Question: Can Spectra or the City of Santa Clara use cooperative purchasing contracts to procure services for projects like this HVAC Split Unit install? The City of Santa Clara is a member of purchasing cooperative Omnia Partners, which Daikin has a vendor contract with. This Omnia Partners vendor contract would allow Santa Clara to procure services and solutions directly from Daikin while satisfying any bid requirements. It may not be too late to utilize Omnia Partners for this project or any other upcoming projects at the Convention Center. Response: Spectra or the City of Santa Clara can use cooperative purchasing contracts to procure services; however, for this project, Spectra is utilizing a competitive Request for Quote (RFQ) process and submitted bids will be evaluated based on competitive fees and rates.
